Thanks - I think this is a really good articulation of how hard it is to contract for multiple benefits. To be honest, I am not convinced stacking will ever work at scale (not least because of the risk of high transaction costs) - but it might be possible to achieve something similar via regulation and some simpler rules to thumb.
